In order to unlock Frog, you need to first beat Mom while shooting her at least once with a golden weapon. Once she’s dead, she’ll drop a weapon called the frog pistol.
Bring this frog pistol to the proto chest in the crown vault. Drop the frog pistol in the chest then return here in a new game and the frog pistol will be golden.
Successfully leave the crown vault by killing the 2 enemies and you’ll have unlocked the Frog character. On a new game check the golden weapon for the character you used and you’ll be able to start the game with Frog.
