The consistent way to get Golden Weapons is to go to 3-?. To reach 3-?, you need to have a screwdriver on 3-1.
There will be a car on 3-1 that looks different with a sort of golden tint. Hit it with the screwdriver and it will transform into a flying car. Use that to be transported to 3-?.
This mansion area has a sort of small slot machine to use that will pop out a golden gun somewhere. If you pick that up and go through the portal after killing all enemies, you will be able to start runs with it on that character from then on and unlock this achievement.
