Super simple achievement, here’s an easier method than the above solution.
Beat the throne normally, and when it’s exploding just run up in front of it and keep holding upwards to sit on the throne. The explosion will kill you and you can walk right into the throne. Don’t use Boiling Veins of course. The camera gets really fucky when chicken dies and I couldn’t even see my guy/the throne when I died so I find this much easier than getting an explosive weapon then killing yourself and it gives you freedom to fight the throne with whatever

did this rn, my head was on the top left of the throne room, i was on the throne with 0/5 HP (idk how i got to 5) with obviously no Boiling Veins and Strong Spirits neither, but my character grew a 2nd head out of nowhere (the other still being apparent on the side), then the IDPD HQ animation came in, my chicken was headless for a split second then grew his head back, the Pause Menu also showed my character with no head... yet no achievement

Easier than it looks, all you have to do is kill the throne, then stand next to it as it's death explosions go off and you'll easily be able to sit on it while headless.
Alternatively, you could carry an explosive (or blood, really any weapon capable of killing the user) weapon and then after the throne dies just use it to kill yourself and sit on the throne.
(Note that the strategies involving killing yourself with explosions don't work with boiling veins, so if you're wanting to do them remember to avoid picking boiling veins.)
