To reach 3-?, you need to have a screwdriver on 3-1.
There will be a car on 3-1 that looks different with a sort of golden tint. Hit it with the screwdriver and it will transform into a flying car. Use that to be transported to 3-?.
Bonus: This area has a sort of slot machine to use that will pop out a golden gun. If you pick that up and go through the portal after killing all enemies, you will be able to start runs with it on that character from then on. This will also unlock:
