This achievment is missable.
There are 86 Data Drops in total, and you can look at which collectibles you have at any time by pressing the and navigating to "Data Drops" using .
All credit to Fuzzy Bearbarian who has created this wonderful video guide showing how to get all of the Data Drops, however don't panic if you can't get the collectibles in the same order he does since you will get to free roam around the ship as you progress.

For the list that has each item in its location item 25 AY-SL-What Is Going On? is listed in the wrong place as it's actually on the laptop in CN-03!

Here is my 100% Achievement Guide for Observation (Including ALL 85 Collectibles)
So then this is the big one, collecting all 85 Data Drops.
Below the video is a timestamp of every single collectible in an order which i found to be the quickest way of getting them all whilst still going through the story.
From where you start on the original ship, you will have up to 54 to collect.
To make life a lot easier, make sure to get all 54 collectibles BEFORE jumping to the alternate station with Emma. These are easier as you are able to jump from camera to camera collecting them all.
When you get to the alternate station, you have no minimap so will have to rely on a good sense of direction (Even though for the most part, the collectibles are in your direct way as you follow Emma through the station) & there are actually FOUR Points of No return for collectibles which means, if you miss one and go too far into the story, you will need to a start a completely brand new game. These are 55-68.
The timestamps below show on the left, the order of the collectible i got, the name of it, the timestamp and the actual Data drop Memory number.
Points of no return - On the alternate Station, get memories 10 & 26 BEFORE responding to Emma about the Laptop in Central.
2. After you find Jim on the Alternate Station, your sent to look for Josh around the area. Make sure to get memories 17, 22, 30, 31 & 55 before leaving the Russian Arm.
3. When you enter the Universal ring, Memories 5 & 11 are only available until you make contact with Alternate SAM in UC-02. So get them BEFORE you talk to SAM Alternate.
4. Once you finish chatting with your alternate SAM, you can then get Memory 18 but get it BEFORE you trigger the final scene by entering the EAS Arm with Josh.
The Final lot (69 - 85) are obtained when you get back to the original ship from the alternate ship.
For the majority of this time you are playing in the Sphere so be careful when going around.
With my timestamps, if you feel you are missing one, press the Start button, scroll right until you get to the "Memory Core" Tab. From there, you can actually see what number Data Drop you are missing.
You can then take a look at which ones you are missing from the timestamps below and figure it out from there.
Hopefully this guide will work well for you, i have tried to make it clear and not have any confusing parts in there.

To view with Data Drops you already have you can use

I know it's not in the video but could you incorporate the location of the "Another Emma, Dead" achievement into your lists? I missed it on my first playthrough because I was treating this as a spoiler free collectable guide.

The last missable data drop should be #18 i think, not #15 again, which was the first one.
