Here is my 100% Achievement Guide for Observation (Including ALL 85 Collectibles)
This achievement can be obtained close to the end of the game.
Once you return to the original ship from the Alternate Ship, and
The whole ship is covered with black Tendrils and you are tasked with heading to EAS-11.
You will be in sphere form as there are no cameras to go to.
(Be aware, getting to EAS-11 can be slightly confusing, so put a waypoint to EAS-11 to make it a little easier for yourself)
You have to pass through EAS-03 regardless to get your destination..
As soon as you get there, in a small cubby hole to the left are two collectibles.. A picture of Emma & Josh, and the Data Drop ??Error??? Message which unlocks you the achievement.
Be aware though that there are a few of these cubby holes, so do not leave until you get this otherwise you will need to start a new game.
Go to 2:44:30 in my video to see where it is.

You should also mention that SAM must possess a sphere to get this.

That's not the case, I got this with the station camera in EAS-03. Of course, you pass by this location in the sphere anyway near the end of the game, so it's perhaps easier to do it that way, but you don't have to.
