When you first arrive in the Lobby go near Room 016 and there will be a shrine that is playing music. Interact with it and it triggers the case. Plug in the cables and read the message. You will need to find 3 more shrines, which you need to plug in.
Shrine 2 is located near Rooms 106 and 107, on the first floor.
Shrine 3 is located in a bathroom near Room 109.
Shrine 4 is located near Room 211 on the second floor.
After you read all the messages in the shrines, head to Room 207. The code to the room is 3092. Investigate the computer, which sends you to room 037 in the basement.
You can access the basement after finishing Helena's dream sequence and continuing through the story a little bit.
The room's code is 8394. There will be a mind sequence with some puzzles. Here is a video that details where the shrines are and also what to do in the dream sequence. 6:39 is when the dream sequence starts in the video. I found the guy had his sensitivity way up and I slowed the video down to .75 to match with how fast he turned his mouse but that's just me.
When you finish the sequence, exit the actual apartment into the hallway of the building and wait 30 - 60 seconds and you'll get the achievement.
