Follow with the main story of the game and you'll end up in Amir's apartment, which is room 104. You'll be prompted by the game to enter electromagnetic vision and to scan his neural implant and to press Y. The dream sequence is fairly straight forward and once it is complete and you're back in the real world, the achievement will unlock.
