The Hanged Man is in room 208, which you need a key for. The key is found on the table as soon as you enter the tattoo parlor's secret room, which is opened by putting the code you hear in Helena's dream sequence, which is 3615.
Go into room 208 and on your left will be 3 switches. Hit the rightmost switch and enter the double doors on the right side of the room. If you are facing the room with the hanged man, there will be a switch on the wall to the left which will bring the body down to the floor. Before you go into the dead man's brain, look at his neck and you'll see a lock, which opens with ANNA.
The dream sequence is fairly straight forward and near the end, you end up running back up to 208.
After the mind sequence, you need to go back to those 3 switches and turn off the left and middle switches, which will turn on the computer. Open the computer and read the mail "Goodbye, Dad". The email is password protected, which is 160464. After putting in the password, hit "Reply" and the case will end after you inform the daughter about her father's death. The achievement didn't unlock right away for me, took about 30 seconds to a minute to unlock.
