How to unlock the KPD! Open up! achievement in >observer_ - Definitive Guide
To "Interrogate" a tenant, use the holocom on their door. Sometimes it's a screen, and other times it looks like a phone. All tenants that answer (no matter the information they give) will count towards this achievement. Those that do not answer do not count.
A few other things to remember about the achievement:
1. There are more than 20 tenants in the game, so there is a bit of leeway if you pass one up. Don't be nervous to go through the story. Just be sure to explore thoroughly.
2. There are rooms on every floor, even the basement. Only the attic and the tattoo shop are vacant, so always check for apartments.
3. Some tenants are linked to quests, and won't answer until you've activated them. So do all the side missions as well. It can all be done in one playthrough.
You can finish this achievement at any time in the game, but some areas will be blocked off until later in the story. The cut-off point is the final quest:

If u miss that achievement u can funish remaining interrogations on second playthrought as it cumulative .
