In "World of Kelp" level, there will be a game that you have to use the otter and save the kelp. Once you finish that game just take the otters head off and put it on.

World of Kelp: After completing the "The Hero They Deserve" achievement, grab the head off the otter you were just holding and put it on.

This is done at the attraction with this otter. At the end of the mini-game, we take the head of the beaver, which was used to beat off the hedgehogs, and dress it up as a dad.

When you are at the water park with your family, go to the room called World of Kelp. After this there will be a large series of mini-games, where after them there will be a mini-game with a beaver, fight off all the sea urchins, then grab the beaver by the head, tear it off and put it on yourself.
