I found an even easier way to complete this on accident. When you first come down, grab one of the otter standins and place it in front of the tube of the urchin spawner. It'll cause the balls to roll away and Tommy will be unable to kick them.

World of Kelp: After completing a bunch of other mini-games in the previous room, you'll have to play soccer goalie here and make sure that at least 15 kelp survive (there is a counter on the wall behind you - if it hits 14, you'll need to retry) by stopping them.
