Battle tested gear are literally named "Battle-Tested" and are different from both Legendary (from job guilds) and Divine (for Armsmaster)
There are actually seven items required for this achievement, including a shield along with one of each weapon type. Each piece of equipment should be obtainable via Mug, Purchase, Steal or Entreat. Success will of course rely heavily on the level of each character. I don't believe any of these are available before completing certain character stories, as they are tied to NPC's related to the story lines.

The, Pants, Party
The battle-tested equipment can all be found late in the game, some requiring you to finish Chapter 5 sections so may as well just finish the story first. From there, use the guide HERE to find each piece. You can also get extra copies of these if you want to by challenging certain NPCs, but that isn't required for anything so I wouldn't bother.
