Once you get a little into the game you'll unlock the Latent Power. When you have that and enter a battle, activate it with the "Y" button and then press RB 3 times to get to the Max Boost. Pretty simple but you need that Latent Power skill to activate Max Boost. Normal boost is a yellow aura, then next RB button press makes it green. The third press of RB turn it to a blue aura and that's your Max Boost. Attack with any weapon once the aura is blue. Achievement unlocked for me once I did that.

You will notice during battle that each turn you get another pip next to your character portrait, which indicates your Battle Points (BP) that you can store up and use to increase the potency of an attack. Once you have three pips, press 
three times on your next turn to charge an attack to maximum (4x) and then unleash it to get this achievement.
