You’ll be able to get this within a few minutes of Therion’s story. After the cutscene with the thieves just south of the save point in town, walk up to a town person with a speech bubble and ellipsis above their head, press X and choose an item to steal. The girl just above the save point has a few items with 100% success rate. The achievement pops right after stealing something.

I've been mashing X on everyone in sight around the Save point, and I'm not seeing a prompt to steal anything. Is there a checkpoint/story-moment I need to pass before having this available?
EDIT: Sorry, just got it. I thought the "cutscene" in the solution was the intro cutscene with the thieves in the tavern, but you have to visit Ravus Manor first, then overhear the conversation with the merchants, THEN see the next cutscene with the thieves to unlock the Path Ability to Steal with X.
