Winnehild, who gives the warmaster job, is found in Shrine of the Warbringer. The shrine is in North Riverford Traverse, to the west of Riverford.
As stated by the Fandom wiki ( https://octopathtraveler.fandom.com/wiki/Winnehild ), using Tressa with the Runelord secondary job is the key. Have Tressa cast Transfer Rune to make Sidestep affect all party members. You can also give another person Merchant as a secondary if you want to Donate BP to Tressa on occasion.
As a side note, you don't need Tressa to be very high level. My party was high 60's and low 70's with Tressa being only L 43 and I had to heal very little.
