This will come through natural gameplay as the game will drip feed you recipes and ingredients as you progress. I personally unlocked this during level 11 - The Mines. I believe it is the earliest opportunity to create the Flamethrower.
Some of the recipes, like the antidote are required for the story so the game will force you to hunt out the ingredients and craft it.
For others, ensure you check every locker/bin and loot as many Sligs as you can! Picking the Sligs pockets are key to picking up keys for unlocking lockers on your future playthroughs.
The game will also throw plenty of vending machines at you to help with ingredients - often for 0 cost
