How to unlock the Savin' That Moolah achievement in Oddworld: Soulstorm Enhanced Edition - Definitive Guide
This is for completing level 17 without using any of the vending machines. I did not even open a vending machine menu in my successful run.
This is easier than you would think, although I wouldn't do it my first time through the level, and you can't save all the Mudokons while doing it. Use level select and dedicate a run to it. The more keys you have collected by this point, the better, as all of the hidden area lockers are locked with different keys. You should wait until you have them, as a medal in this level is dedicated to opening enough locks and you'll get that on this run. There are nine keys in total, although only four are used in this level.
There are a couple of difficult parts, but really the Eye in the middle of the level is the only real frustration. Keep in mind that when you get past that you'll need to have two sticky fizzy pows, so look for and save two gums (or make the sticky fizzy pows and save those). To make the boss as easy as possible, save one Shrykull usage and two bone powders (or make smoke screen plus from them and save that).
As you go through, you should always just make any bouncy candy you can. Rubber bands have no other use, and rock candy is better after being converted to bouncy candy. You'll have plenty of rock candy as you go. I was more cautious in crafting brewnades and smoke screens, because you're heavily constrained by brew bottles. I generally just made brewnades if I maxed out on lighters. Keep in mind I wound up using only one, and no smoke screens, until the boss. My guide below is wildly conservative on resource usage, so you can be a little loose here comparatively. Just hoard several tapes/bouncy binding balls, you'll need them at the Eye unless you just hate yourself. I used three there but five would have made my life easier.

The Eye
This is just the worst. No fire extinguisher, no flamethrower, and maybe you're also trying to conserve resources. My tip? Don't bother. After this you have very little to worry about. As long as you have a few brewnades, a couple of smoke screens (2 smoke screens plus is all you need), and one Shrykull power after this, I think you're set. Use everything else in your arsenal. I played it safe and had just a ton of unused resources at the end. My not-so-conservative approach looks like this:

In the lead-up walk to the final battle, there are a ton of resources, including something like 40 brew bottles. No tape, and no bone powder. No fire extinguisher either, and if you have one then you almost certainly screwed up and used a vending machine to get it. At this point you can almost certainly craft the setup I used for the boss. One Shrykull power (we'll get 3 more in a minute), a bunch of brewnades (2 is the bare minimum, 4 is really preferable, but you can probably craft 20 at this point), and some smoke screens (if you have 2 smoke screens plus, you're set; otherwise, one SS plus and two or three regular are fine).

The achievement should pop as the final cutscene begins.
