This is cumulative and will unlock over time.
You first lean to manual in area 4, Sketchside, on the first level called Cheapside.
To manual, once you are in the air, lean left or right on
and then press 
before you land. To get a perfect manual however, you want to press as close to the ground as possible before landing. You will see a little green "Perfect" box appear if your timing is right. Repeat this 500 times to unlock the achievement.
