The first time you can unlock this achievement is in the second area, Cloverbrook. Eventually you will get to a part in the area where the path loops around a big tree. This is a district. To progress within Cloverbrook, you only need to complete 2 out of the 3 levels. Simply complete all 3 levels in this district to unlock the achievement. There are districts in the subsequent areas as well, so there are plenty of opportunities to unlock this achievement.
