For this achievement, you need to repel 20 bullets at once using this ability.
A good place to do this is on level 1 when you come to the enemies that crawl on the floor and ceiling and shoot multiple bullets at you. You will come across one that is kind of tucked up in a corner. Immediately after, you will come across two more, one above and one below you.
Shoot your main weapon between the two of them without hitting them. They should both shoot at you at the same time, each shooting 10 bullets for a total of 20. Wait until the last second when all the bullets turn green, and then stop firing your main weapon. If you time it just right, you should repel all 20 bullets and get the achievement.
I used the type B main weapon which has a narrow enough stream to be able to shoot between the two enemies.

The best areas to try are during the snake mini-boss in level 2, or during the swarm of disc robots before the boss in stage 3. Guide the bullets so as to hold them on the screen for longer. Collect more, and don't get hit or you will lose the bullets. Also, in the first level there are a few areas with two crab robots. Wait for them to shoot their spray of bullets. Patiently watch for the graze barrier to catch all the bullets, and release.
How to repel bullets using Tempest: While shooting, let the bullets enter the invisible spherical shield that surround you, when they turn green simply stop shooting (releasing the right stick) and they will be "repelled".
