It’s okay if you accidentally drown. The 20 seconds is total. Mine popped after I randomly fell in the water and drowned for the 10th time lol.

Thanks, only achievement I missed and that's because instant drowning made me avoid water haha

You can do this immediately after starting the game. As soona syou have control, turn to your left to find some water. Wade in it for 20 seconds for the achievement to pop.
