How to unlock the Perfect Weather Conditions achievement in OMORI - Definitive Guide
Kite Kid is an optional mini boss that can be fought in Pinwheel Forest, an optional subarea of Vast Forest.
I recommend being Level 10, and getting Emotion Advantage, for example, making your party Sad, since he has a skill that makes him Happy.
First of all, attack only Kite Kid, not his Kite. If you defeat his Kite, it will be repaired quickly, so it's useless.
He has three skills: throwing Jacks at someone (which deals low damage but decreases Speed), bragging about his Kite, which makes him Happy and repairing his Kite. He's not difficult, but I did beat him when I was Level 23 in two turns.
In the same area, you'll find Propeller Ghost, if you are doing the Ghost Party sidequest for the achievement.

Was level 12-13, used Kel to inflict Anger on entire party, tried inflicting Sadness on Kite Kid, but he never seemed to run out of Juice (was trying to disable him repairing his Kite), decided to just make KK neutral using Hero's Massage, who also healed (Cook, Snack Time, Fast Food)
Tried to predict the Kites AOE attack, but seemed random. Almost always used Audrey's Counter skill (also Headbutt, which is boosted when Angry), keep her above 1/2 HP. You can have Omori be Sad for boosted Stab damage, but you'll need to keep him Juiced. He is able to inflict 100-150 points of damage pretty easily.
Made Hero as fast as I could so he healed first (if you get to Lv. 13 with him, he learns Fast Food which always goes first and heals for 40%). He also learns Smile which lowers attack and Lv. 10.
