This is only available during the TRUE ROUTE. During Two Days Left, when you go to KEL's house, go to the kitchen and find his mom's purse. Interacting with it gives you Pepper Spray. Continue the story until you find the Hooligans. During the fight, go to Toys, and use Pepper Spray. This is the easiest way to fight the Hooligans, since it ends the fight with one turn.
