Here's what I found the best way to get to Max Level once you don't have much left to do.
1) At the Main Menu go to Pirate Base
2) Go to support and buy "Mr. 3", "Sentomaru", and "Gold Roger" and press B
3) Click on create Pirate Crew
4) Make a team of your 3 favorite character, mine was "Akainu", "Whitebeard" and "Marco" or "Shadow"
5) Now back to the main menu click on Wanted Versus
6) Now choose the category at the bottom : A Queen's Request. Note that if you don't have those categories unlock, you will have to do that first.
7) Click on the fight "Straw Hat Pirates"
You will have 3 fights in a row. With the setup I gave you, it should take maximum 6 minutes to beat everyone. You will gain 1.2 million Beli and 9K of XP everytime. I tried the Pirate Flag NPC battles but I just wasen't good enough. This way the NPC is way easier. Either ways if this way is too hard for you, the last mission of the Paramount War of Whitebeard gives 3K. So there you have it!

This is very difficult, ugh. If anyone's wondering max level is 10. I was hoping it was 9 then I was sadly dissapointed. Lol but anyways I consider myself very good at this game but beating this fight still takes 3 or so tries to do, so like 20 mins.

I found the best supports to use were Gold Roger for max burning gauge, Kaya to heal characters not in use, and Dr Kureha to heal the controlled character.

Pirate flag battle raids give 10k experience per win. Defenses give you 5k per win. The raid battles are best, but defenses are easier. Especially if matchmaking fails and you get a com opponent.
