How to unlock the Fantastic Hardship achievement in ONE PIECE: PIRATE WARRIORS 4 - Definitive Guide

To acquire a skill, you must dive into the Character Maps by using the Growth Chart in the pre-battle screen. This will require a combination of medals and Berries to buy the upgrade. For skills, look for the bronzed sun; there will be quite a few general skills to purchase in the Beginning Map, while most characters themselves will offer only one. There are some characters that won't offer one, but you can easily find out by checking their Map 1.

To get the skill, you need to upgrade the island on the “Development Map” with the image of a blue diamond.
After this, on the screen before the battle you can select a skill in the “Skill Set” section.

Before starting the level, enter the development map, there will be small islands there. The purchase of each is one or another reinforcement (of a team or an individual character), a description is given before the purchase. After the first purchase of an island marked “skill” the achievement will drop.
