How to unlock the Level G.L achievement in ONE PIECE: PIRATE WARRIORS 4 - Definitive Guide

To get Promoted to the Grand Line mission you need to complete 3 key missions under the East Blue treasure log.

The 3 missions are called
"Moss-Head and Curly Brows" level 1 difficult mission
"I'm Not Letting You Get Away' level 7 difficult mission
"The Greatest Evil of the East" level 9 difficult mission

After completing "The Greatest Evil" you will also unlock Smoker as a playable character.

Is anyone else having problems with this unlocking? I've played every Blue Line mission. I even went back and made sure those 3 have S ratings. I beat every level of the story and every key mission in the treasure log. I'm only missing this one, the Rich Pirates and 100% completion achievements. If anyone knows anything please help. Thank you!

Just figured it out. The final battle to be beat on Normal difficulty or harder. Won't unlock on Easy.

To achieve a promotion in Treasure Logs, you must unlock and uncover missions in the difficulty afforded to you until the Decisive Battle appears. Once you've found it, head in and complete it in order to unlock the next difficulty. For this instance, the decisive battle in the East Blue difficulty will allow you to play in the Grand Line group of missions.

To progress in Treasure Log, you must complete several key episodes to unlock the deciding battle episode. After completing the deciding battle episode, you will unlock the next rank. Simply complete the deciding battle episode on East Blue to unlock the Grand Line rank.
