Shortly after Elusive Shadow, you head to X11 Y11 in Subway Xth Line Inboud (I recommend leaving, healing and saving first), still part of the mission Oust the Administrator. You will fight Shintaro with minions. Since you've passed the previous fight, this one shouldn't be too difficult at this point since it's easier.
