Story related and cannot be missed.
During the mission "Oust the Administrator", you need to head to coordinates X08 Y08 in Subway Xth Line Inbound and you will fight two X-Wizars. This can be a difficult battle because they have high evasion. Use Aegis with a Knight to defend your party and Mana Shield with a Physician to negate most of the damage. The X-Wizars also like to inflict status effects such as Angst and Poison so make sure to heal those status effects.
