To boost an item, go to the Development Lab, select Development,and then select Boost. You can boost your items here as long as you have the required materials. You can't boost a item past its own level. This doesn't have to be 30 different items; you can boost the same item 30 times. This should occur naturally as long as you keep boosting your own equipment.
