This will unlock when all characters become Level 24, although it is possible to reach Level 25 if you’ve done a lot of the side tasks (secrets, 100% map, and brewing).
You’ll most likely need to make it to the last area before you can reach Level 24.
As long as you haven’t managed to bypass killing some of the high experience enemies in the last few areas, it shouldn’t be missable.

When I got this a moment ago, all my characters were at level 23. I had completed all the other achievements, notably including killing all enemies, discovering, and brewing everything, so I don't think there was any more XP left in the game.
I don't know how I did everything in the game and still ended up only about a quarter of the way to level 24, but it seems like you get this achievement when you complete everything else even if you're not actually at the max level.
