This achievement is referring to the stats located at the top center of the character screen. The numbers beside the sword, shield, and magic circles needs to reach 220 or above at the same time.
A character with a good balance of stats is the best choice and Kela fits well. It should be possible around level 20 if your stat choices are somewhat balanced and the correct equipment is used to boost any stats that are lacking. Focus on increasing Strength, Intelligence, and Wisdom to hit 220. The +10 rings can help make up any gaps as long as you put some points in her non-primary stats.
At level 25 I was able to easily exceed it with 62 Strength, 43 Intelligence, and 35 Wisdom.

I've got to 222,230,222 for the 3 stats (also with Kela) but it hasn't popped. I'm at level 17 with str=58, int=41 and wis=34 so the balance is made up with equipment bonuses.
Update: next time I changed equipment I got it. The stats dropped and when I put the equipment back on this popped as the stats went back over 220.
