The difficulty achievements stack.
Play the game on Easy difficulty. When you get close to the end - Hopes room (the main character will mention that it's Hopes room.) - save. There is a floppy disk and computer in the room. The fourth ticket is also in this room, it's required to finish the game.
Quit to menu and change the difficulty to Biohazard.
Continue game play through to the end. You'll pop:
The A Little Too Easy achievement in Outbreak: Lost Hope worth 74 pointsClear Story Mode on Easy Difficulty or Higher
The Perfectly Normal achievement in Outbreak: Lost Hope worth 152 pointsClear Story Mode on Normal Difficulty or Higher
