After stepping through the portal from the starting area, you will find yourself in a pool of water, with a Talan nearby. Go and speak with him, and let him guide you to the nearby village. Inside a hut there, is Shamaz Zeb. Initiate a conversation with him, and the achievement will unlock shortly after.

This didn't unlock for me first time round, im guessing its because I quit out the conversation with B and not A.

In Shamazaar he is directly east of the Ramzar portal and northeast of the Talanzar portal in the centre of the village.
