This will come naturally as you go through Motazaar. You will visit this place many times, so you will kill more than 20 soldiers, unless you avoid combat at all costs.

The main quest has you killing the soldiers in the north barracks and at the rift bridge which should be enough, but there is a second barracks south of the city if you need to kill more.
