The boats are just simple wooden boats in the water near the centre (Big Temple) of Shamazaar.
Just walk along the riverbank and shoot them with your pistol a few times to break them.
There is 3 of them.

This won't unlock for me despite destroying all three.

Shooting all the boats (twice) didn't unlock the achievement for me. Blowing all three with dynamite did the trick.

These are located in Shamazaar, and are in the water surrounding the big temple in the middle. I only was able to find two boats, and the achievement didn't pop for me. Once I was going for the Mon in Okasankaar, and Oru blew up his boat, the achievement popped. Dunno if this is glitched for everyone or just me, but just be aware. Hope the video helps!

there are 3 boats moving back and forth around the temple fae in Shamazaar, shoot them each a few times and they will explode.

There are two boats to destroy. You'll need to use Dynamite. You can't place Dynamite in the boat, so just set it next to one and blow it up with your pistol when the boat is nearby. I don't see the point in this, so make sure you save and just reload once you've destroyed them.
The boats are both almost right next to each other on the southwest side of the moat. One is on the west side and the other on the south, just a short walk from the main village. There's Dynamite in the water if you're missing one. There's also a boat on the far East side in between the islands, but I didn't need to destroy it. If destroying two doesn’t work for you, try to destroy that one.
