This is a far easier achievement than you may think, and can be unlocked in the starting area.
Once you have control of Cutter in the starting building, you will see small black/blue items on the floor. Pick up all of these then head outside. There are 2 more buildings where you will find some more. During the test of swimming with Jan, swim to the bottom of the body of water to find some more. If I recall correctly, there are some outside one of the buildings near the Portal.
Once you've collected all of them, your achievement should unlock immediately.

If you open the storehouse in Shamazaar village and then swim a bit in the moat you will have 300 rounds in your inventory. You could also have the recreator next the the storehouse build you ammo.
