The other solution does not work as of 04/28/19 it either has been patched or never worked.
The best way to do this is a combination of PPS - Dynamite - CLAPR-T
Simply find a group of enemies, go invisible with the PPS, put the dynamite at there feet and run away and use the CLAPR-T and detonate the dynamite from a safe distance. Kill 10 enemies and the achievement is yours.

To do this easily, you should first pick up the dozens of dynamite in the moat around Shamazar's temple fae, and if you have found some invisibility items you can simply go into temple fae and drop the dynamite at the soldiers feet and use a CLARPT to detonate all nearby dynamite.
