I tried it via matchmaking and near the end a third person joined and we didn't get the achievement.
The key thing here is to make sure it is only yourself and one other person.
This will rotate in and out after each completion of a expedition, or alternatively speak with Channa to leave the camp, and then return to it until you find this one is active. This can be done on Tier 1 along with a co-op partner which is required.
Simply gun your way through the level, and once you defeat the boss, this achievement will unlock.

Molten Depths is one of the new end game expeditions. You need to complete it while playing in a group of 2 which proved difficult over matchmaking with random 3rd players frequently dropping in.
Although the game doesn't support couch co-op, it is available via xcloud. I was able to get this with a second dummy account by speed running the prologue with my dummy account on my xbox to create a new character (up until the first (rift?) Town) then returning to lobby.
I then signed my main account into xbox.com/play on another device, started outriders And set my privacy to friends only. I started and abandoned expeditions until Molten Depths was available. Once it was I set the challenge tier back to 1 and started the expedition.
Back on my Xbox I had my dummy account join my game (by searching for friends game). I plugged in the dummy account's controller so it wouldn't turn off and left it sit there while tearing through the expedition with my main account.
My internet is terrible so it was a bit choppy, but if you are going for the other new expeditions and have leveled accordingly, challenge tier 1 is pretty straight forward even with the lag.
