During the mission to the Solar Tower, there is an injured soldier who asks you to avenge her soldiers. (Just right of the flag you place at the Crossroads) Through the door next to her, clear a few areas, grab a key, face off against "The Captain".
Fast travel back to the crossroads flag.
Achievement pops after talking to her again & choosing your reward.

There's even more earlier a sidequest, in the first area after the reunion with Shira, you can meet Mr. Chang accepting his invitation for a cup of tea (I won't spoiler) just follow with his story and at the end you will get the achievement for the first sidequest.
