It is not needed a friend or online to get this achievement.
Take Time Attack, F40 Tuned, and run. Car top speed is 300km/h. Just maintain that speed 10 secs and voila.
I know that it says "above 300km/h" but it works.

Start Time Attack, pick any car (I did it in the Enzo but everything will hit 300), Tuned so you have the 300km/h top speed.
After the opening stage, bear LEFT at the first junction so you enter the 'Bay Area' stage (like you were going for Goal A). DON'T drift around the first bend after the sky changes colour! Maintain your speed around that corner, and around the next corner onto the bridge. The achievement should unlock at the other end of the bridge just as you're forced to drift around the S curves.
It seems that while your car will maintain 300km/h while cornering (even with the tires smoking), if you straighten out too quickly you drop for a split second to 299km/h which seems to spoil your run. So, gentle on the steering as you straighten out!

This worked after a handful of tries going 300 for over 10 seconds. Used manual in an Enzo on the bridge. Feathered the gas as I turned on the straight away and didn't turn when i reached the end. After I bounced off the wall I got it. It was just shy of 12 seconds.

This is best done on time trial mode so there is no traffic.
You must select a tuned car.
At the first junction turn left and go full speed 300kmh/186mph down over the bridge.
The achievement should pop up just before you get to the corner with the red crash barriers.
