This achievement is for finishing the parallel quest of the Soroborean Faction, called Rust and Vengeance. The quest is obnoxiously long so I will simply drop the link to the wiki page for it rather than write a book : https://outward.fandom.com/wiki/Rust_and_Vengeance?so=search
It worked for me. Note that returning to Harmattan is quite a trip at most points throughout the wiki's walkthrough, so either start it with a shit ton of stuff in your bag, skip past most of the enemies to conserve items, or make sure to hoof it back to Harmattan when the wiki mentions a shortcut to the overworld. After you beat the final boss and talk to Headmaster Raul Salaberry in the Harmattan academy Library you'll get this achievement.
