You need a Fishing Harpoon to catch fish. Once you have one look for fishes swimming near land and walk on top of them. There should appear an 
-prompt telling you to Gather Fish. Catch a fish and the achievement is yours.
You can find a Fishing Harpoon during the castaway prologue at the end of the first fresh water stream you cross. Just follow the stream inwards to the end to find it. There's another Fishing Harpoon on a pier at the north end of the beach within Cierzo, by the salt water distillery contraption. There are several fishes along the beach here as well.

In your hometown of Cierzo you can find a fishing rod on the pier behind the water tank. Along the coast line you will see three spots where you can catch fish.
