The Surf n Turf DLC levels are a bit harder than the base game to get 3 stars on, but it's doable.
As long as you keep an eye on the biggest bottleneck in the level (plates, mixers, frying pan) and use them as efficiently as possible, you'll clear 3 stars no problem.
I just did it in World 1 in co-op last night, we had the most trouble with level 1-1.

Has anyone had this glitch? I have 3 stars in all World 1 levels but this achievement, as well as the achievement for total 3-star completion, won't pop

You must obtain 3 stars in the 4 levels of world 1 of the Surf'n'Turf extension to obtain this achievement. No need to complete the Kevin bonus level. Here are Let's Play (these are guides to get the 4 stars, but 3 stars are enough):
