if try-harding in co-op play this will probably come naturally.. if not, then it is just a grind but the tips in this solution are excellent so you should be able to get it quite quickly

Do it on level 1-1. Just 1 controller needed. Get a fish, go to upper right corner, put a player in front of another and alternate X and RB to throw from one to other player. Repeat until achievement pop. Clock do not run, so take your time.
