Racoon is the 11th character on the third row. Level 3-2 in Overcooked 2 has a teleport you can just run into.

As stated in the other guide the Raccoon is on the 3rd row, 11 character you do however not have to do it on the campaign, I did it with 1 controller through Arcade couch coop on the very 1st world/stage there's a portal that comes & go, the achievement pop as soon as you enter it but if you finish the level or even just let the time run out you'll also get progess towards
