A few notes:
1) You don't need 4 controllers to do this one, it can be done with 2 using the Split Controller function at the title screen. Each player gets one side of the controller.
2) You do need to get at least 1 star, so may as well do level 1-1 where you're just chopping onions for soup and the timer doesn't start until the first turn-in.
3) This can be combined with one of the other "play as 4 X chefs" achievements, such as the glasses ones or reptiles.

Just to confirm, you do not need to get 1 star. You can fail the mission.
