How to unlock the New World Order achievement in Overlord II - Definitive Guide

To enslave someone target them with LT and then hit X, release it before they are dead. I would recommend not upgrading your target spell more than once, perhaps twice, as it’s easy to kill them by mistake. As with “Walking Apocalypse” some areas are only accessible later in the game. Breaking down doors to release townspeople has no effect on your domination % and needs to be done to dominate all 100 villagers.

In Nordberg there is an area which can only be accessed when you have green minions to destroy a barrier and another that requires blue minions to move a raft. In Everlight an audience later in the game will give you a sidequest to open the final area there which contains the last 20 or so townspeople. You have to be very careful here not to kill any villagers as they appear red and your minions will attack them, keep most of your horde well back. Two villagers appear after you destroy the second group of stilted huts. (the first chuck poison bombs, the second ground has one poison bomb and one exploding bomb, the two appear after you destroy the exploding bomb hut) these two will run towards your minions so make sure to keep most of your horde well back and to enslave them quickly. For the next section take only the green spider riders and run them up the wall to dislocate the bombers, if you don’t do this they will likely kill some villagers. Once this is done the quest ends and the remaining townspeople return to being green. It’s best to save before this quest as it can take several attempts.

If you cannot find a villager try gating out of the map and then back to it, this will spawn all townspeople again and replace the doors on houses that still contain any.

You do not need to get a 100% enslaved vs killed ratio. I had 92/100 enslaved in Nordberg and 90/100 enslaved in Everlight (the rest killed in both areas) and the achievement still popped for me.

For some reason i have 90/100 enslaved in nordberg and 1 kill will that still affect the cheevo?

For the achievement you must take both cities and enslave their population, this is important for the Domination path.
Nordberg Town
In Nordberg Town after you take the city you will receive a side quest saying 0/100 for dead residents or 0/100 for enslaved residents, you must enslave them safely for this you must hold cn_LT aiming at the civilian and hold cn_X, when your life start to go down a little release the cn_X to enslave, I divide this city into 3 parts, Brown / Red Minions, Green Minions and Blue Minions.
Brown / Red Minions
In this part is when you conquer the city with your Brown and Red minions, in it you will have to enslave all the civilians who are inside the city, even those who are inside their houses. after that you will notice that the east of the city will have closed gates.
Green Minions
To the west you have a barrier with a kind of green poison where you need to remove with your Green Minions, after that enslave everyone who is there.
Blue Minions
To the east you will have closed gates and to reach them you will have to go north of Norberg Town where there is a boat that you can only use with your Blue Minions that pushed the boat towards you.
Everlight Town
Here you will have to do the same thing as in Nordberg Town and 80 in the beginning, the other 20 you will have to do the side quest "Rebellion in Everlight" to clear the way for another part of the City.
Rebellion in Everlight
This may be the most difficult to achieve because you can kill a civilian thinking you were an enemy, here you will have to kill some enemies in the beginning, right after destroying the first barricade with the bombs that the enemies are throwing at you be careful because who will throw the bombs will be the civilians and your minions can attack you for having a red life, later on you will have a bridge and a spider path to it, use your green minions mounted on the spiders to scare you and get out of there, so you can enslave the last 20 inhabitants of Everlight Town.

Make sure that you don't burn down houses or kill anyone. This is done easiest later in the game when your Domination rating is higher and your evil presence spell is not upgraded. Check the above trophy for town access requirements. You should save before you do this since you have to dominate everyone.

To enslave a city, you need to subjugate all 100 of its inhabitants. Don't upgrade Target Spell, otherwise it will outright kill instead of subdue. To submit, hold on the resident and then square. After 1-2 seconds, as soon as the resident’s lives begin to decrease, release the square.

Distribution of residents:

Nordberg (34 houses)

65 residents are available from the moment the city is captured (21 walk along the street and 44 are located, 2 residents in 22 houses).

20 residents are behind a barrier that can be destroyed with the help of green minions (6 outside and 2 in seven houses)

the remaining 15 residents will become available after blue minions (5 outside and 10 in five houses)


Everlight (8 houses)

80 residents are available from the moment the city is captured (48 are outside and 32 are in houses. 4 residents in 8 houses).

The remaining 20 residents will become available almost at the very end of the game during the Everlight Rebellion mission (be sure to save before this mission because when the rubble explodes, you can accidentally kill one of the 20 residents. Take only a couple of red and a couple of green minions and leave them behind Use the red one to drag bombs to the rubble, and use the green one on the spider at the end to run along the web to the elves and complete the mission).

Knock down the door in the house and the residents will run out into the street. If you do not subdue all the inhabitants of the house and leave the location, then when you return, the house will be intact and the residents will be in it. To avoid confusion, first subdue those walking along the street and only then knock down the doors of the houses.
