Kill (A) or Dominate (LT + X, release before she dies!) the Governess. After that buy the townhall, which is right behind you.

After purchasing the townhall the achievement unlocks.

Story related, can’t be missed. Again you don’t have to kill enslave 100% of the population, just complete the story mission. After you've dealt with the Governess one way or the other (attacking with with to kill her, Dominate by selecting him with then and releasing before she dies) head to the town hall just behind him and Hit to take over.
