The Winter Wonderland seasonal event ran until 01/02/19. It will return again in December 2019.
In Mei's Snowball Offensive you need to kill 2 enemies within the 6 second use of Mei's ultimate. This provides unlimited rapid fire shots with Mei's snowball gun.
While you can find opportunities just about any time I found the easiest to be right at the start of the Black Forest map since it's a little smaller and both teams start right next to each other. Just make sure you break down the wooden barricades in the first match. Earning kills will certainly help charge your ultimate faster but it slowly charges on its own as well, even if you're dead, so there's added incentive to drag the matches out for increased opportunities.

Yep, Black Forest is the easiest map to get it on. Pop that ult right at the beginning of a round and you'll get this quite easily.

Achievement appears to be bugged for me. I guess we'll see how long it takes for a patch.
